THW prohibit the use of statistical risk assessments in making parole decisions.
Parole is the provisional release of a prisoner who agrees to certain conditions prior to the completion of the maximum sentence period. Many parole boards now use statistical analysis to make decisions as part of parole hearings. Statistical risk analysis tools try to predict recidivism — repeat offending or breaking the rules of probation or parole — using statistical probabilities based on factors such as age, employment history, education and prior criminal record which is usually considered the most predictive factor.
